TRANSFER STATION CHANGES EFFECTIVE IMMEDIATELY 

  1. Carpets, hot tubs and flooring have been added to the vouchers.
  2. Residents are limited to 3 trips per day.
  3. No commercial trucks of any kind (including Home Depot and Lowes rentals) will be allowed. Only personal pick-ups and cars.
  4. All cardboard must be emptied of packing materials and broken down to 3’ x 3’ before coming to the site.
  5. All hoverboards must have batteries removed and ready for inspection by the attendant.
  6. No black bags. Anyone bringing debris in black bags shall be rejected. You may return to the site after items have been removed from the black bags.
  7. Two (2) forms of acceptable identification are Driver’s License and Tax Bill only.
  8. This site is for Jackson Residents only. You must be present, inside the vehicle when dumping at this site. 

This site is not for emptying entire contents of home. Please hire a dumpster company for whole house cleanouts.

Chapter 216 Garbage, Rubbish & Waste Material

Article V: Transfer Station and Bulky Waste Compactor

[Adopted August 28, 1995 by Ordinance Number 31-95 (Chapter 63, Article VI, of the 1972 Code)]

Section 216-31 Purpose.

The purpose of this article is to establish basic rules and regulations for the safe and efficient use of the Jackson Township transfer station and bulky waste compactor.

Section 216-32 Use encouraged.

The Township strongly encourages all Jackson residents to bring all acceptable residential bulky waste materials to this facility, subject to the provisions of the following sections.

Section 216-33 Ownership of recyclable and waste materials.

All recyclable and/or waste materials either deposited at the site of the municipal transfer station or bulky waste compactor or picked up curbside by Township employees shall immediately become the property of the Township and shall be disposed of in a manner prescribed by law.

Section 216-34 Rules and regulations.

A. “Residential bulky waste” defined. Residential bulky waste items include appliances, furniture, bedding, rugs, pool covers, landscaping items and any other similar types of bulky, nonhazardous, unwanted household waste materials that are generated by a homeowner maintaining a residential property in Jackson Township.

B. Jackson residents and homeowners only. The facility provides residents with a valuable service that is not available in many neighboring communities. As such, it is necessary for all users of the facility to submit proof of Jackson residency and/or residential property ownership. Acceptable forms of proof include drivers license, voter registration card, photo identification card or, in the case of nonresident homeowners, a current tax bill in combination with one of the above.

C. No commercial waste. No waste materials of any kind whatsoever that are generated by commercial activities or business operations of any sort, including, but not limited to, retail stores, professional offices, real estate agencies, landlords, contractors and agricultural business enterprises, shall be permitted to be deposited at the facility.

D. Prohibited waste materials. No nonrecyclable liquid and/or hazardous materials of any kind are permitted to be deposited at the facility.

E. Construction/demolition debris.

(1) Definition. Construction/demolition debris consists of any and all nonhazardous building materials, including, but not limited to, plywood, lumber, Sheetrock, paneling, insulation material, plumbing fixtures, cabinetry, windows, doors, roofing and siding materials and any other similar types of materials generated by the construction, demolition, alteration or repair of any residential dwelling or accessory structure related to residential use.

(2) Limitations

(a) All construction/demolition debris deposited at the facility must be no larger than four feet by four feet.

(b) Construction/demolition debris accepted at the facility shall be limited to only those waste materials generated by construction, demolition, alteration or repair activities conducted by the resident or homeowner himself in accordance with all applicable building codes and regulations. No waste materials shall be accepted from any residential property where any such work is performed by a contractor or tradesman on a commercial basis.

(3) Voucher required.

(a) All residents and homeowners wishing to dispose of construction/demolition debris at the facility shall be required to first obtain a voucher authorizing the same from the Jackson Township Department of Public Works.

(b) The Jackson Township Department of Public Works shall issue no more than two construction/demolition debris disposal vouchers per improved residential lot per year. Each voucher shall bear the lot and block number of the property against which it is issued as well as the date of issuance.

(c) The Jackson resident or homeowner shall surrender to the compactor attendant one voucher upon each trip to the municipal transfer station regardless of the size of the vehicle transporting the debris that is disposed of, provided that said vehicle complies with the provisions of Subsection G herein.

(d) All vouchers issued in accordance with this Subsection E(3) shall be deemed to have expired one year after the date of issuance of the same.

G. Size of vehicles limited. Any vehicle transporting bulky waste material to the facility shall be of a gross vehicle weight of no more than 8,000 pounds.

H. Affidavit may be required. In any instance where a question arises as to the user’s residency qualifications and/or origin of the bulky waste materials, the resident may be required to execute an affidavit attesting to the same and acknowledging the penalties for misrepresentation.

I. Vehicle records required. The attendant at the transfer station will record the vehicle registration of all vehicles entering and using the facility. In addition, all vehicles and users entering the facility will be videotaped.

J. Right to reject waste materials. The Township reserves the right to reject any and all waste materials that may be deemed by the Township to be potentially detrimental to the safe and efficient operation of the transfer station, notwithstanding that the material may be otherwise qualified for disposal at the site under the provisions of this article.

Section 216-35 Violations and penalties.

Any person, firm or corporation violating any provision of this article or any regulations adopted hereunder shall be subject to a fine of not more than $1,000 or imprisonment of up to 30 days for each offense.

All dog licenses are renewable in January.

Animal Cruelty/Animal Abuse

All cases of Animal Cruelty must be reported to law enforcement, not Animal Control, as per New Jersey State Law. If reporting cases of Animal Cruelty, please contact the Jackson Police Department at 732-928-1111.

For allegations of Livestock Abuse, reports shall be made to the New Jersey Department of Agriculture, Division of Animal Health. Those reports may be made the following ways:

Your local shelter is always in need of donations. The following is a wish list, you can drop off all donations at Code Enforcement’s Office (trailer behind the old Library) or at the shelter itself.

  • Dog crates
  • Heating pads
  • Kitten and puppy milk replacer
  • Kitty litter
  • Toys

And most of all some caring homes to adopt these Wonderful bundles of unconditional love.

We would like to remind everyone that the Ocean County Animal Facility is located right here in Jackson. If you are missing a pet and you cannot reach the Animal Control Office, you can call the facility between the hours of 1 to 4 pm.

Adopting Animals

If you really want to feel good, go to the shelter any day between 1 and 4 pm and adopt one of the many dogs and cats needing a good home. Most of these animals have been abandoned by their owners and would appreciate the new home and love you could offer them.

Guidelines for scheduled curbside Bulk, Brush and Leaf Pick up
Bulky: Neatly placed curbside 48 hrs. prior to the scheduled pick up date in a 4’X4’X8′ pile. Bulk piles must be accessible.
Mattresses and Cushions must be covered
Brush: Place loose along curb in accessible piles
During Bulky, Brush and Leaf Pick Up, We will not take:

    – Electronics
    – Things in Cardboard Boxes
    – Construction Debris
    – Hazardous Waste
    – Plastic Bags
    – Paint, etc…

Bulky Waste: Furniture, Mattress and/or Box Spring, Tables, Chairs, Lawn Mower,  Washer, Dryer, Fridge/Freezer (doors removed), Exercise Equip, Used Motor Oil (5 gal)

Electronics: TVs, Computers, Printers, Monitors, Fax Machine.

Recycling: Commingled recycling items

Hover board batteries must be removed and ready for inspection. You will be rejected with black bags. You may remove the matter from the bags and return to the site. You must hire a Dumpster from a company to empty your home.

Construction Debris Voucher 

Each Household is entitled to two (2) construction debris vouchers per year, (no fee for vouchers). Proof of residency is required! Vouchers are for the purpose of disposing the remaining construction debris from a house project such as: wood, doors, windows, sheet rock, roofing, sidings, fencing, tub, toilet, tiles sink, cabinets, carpet. Vouchers can be obtained at the Jackson Department of Public Works, 10 Don Connor Blvd. Monday – Friday, 8:30am – 4:30pm (if you still have additional debris, you may go to the Ocean County landfill located at 2498 Rt 70, Manchester NJ, Tel # 732-323-8528 of Mazza Recycling, 3230 Shaft Road, Tinton Falls, NJ Tel # 732-922-9292, Minimal Fees at the site.

This letter is to advise you that a revaluation of all properties located in the Township of Jackson is currently underway. This program, which has been ordered by the Ocean County Board of Taxation and approved by the State of New Jersey, Division of Taxation, will be implemented for the Tax Year 2025.

 

The goal of the revaluation program is to update all assessments to fair market value. To achieve this goal, all pertinent information must be accurately collected.  This letter serves as notice to the start of field inspections. This procedure includes a representative of the firm inspecting your property and measuring all buildings on, and improvements to, your land. If no one is available during our initial inspection, we will continue with the exterior inspection and leave a post card with a phone number for you to call to set up an appointment for an interior inspection.  Please inform tenants and/or caregivers of the revaluation program so they are aware of our upcoming visit. 

 

The people making this inspection are not responsible for developing the market value estimates. Their job is not to make an instant judgment as to valuation, but rather to collect information to be used in the valuation process. Each representative will be registered with the Jackson Police Department and will be wearing a photo identification badge.

 

At the conclusion of the program, you will be notified by mail of the assessed value established for your property. You will also be given an opportunity to discuss the new value with a representative from the appraisal company if you so desire.
